text-align: justify; line-height: 1.88rem; font-size: 1.13rem; color: rgb(51, 51, 51); text-wrap-mode: wrap; background-color: rgb(255, 255, 255);">“水旱从人”的成都平原，<span style="color: rgb(0, 112, 192);"><strong>为何要向大渡河“借水”？</strong></span>四川水发设计公司水资源规划中心主任朱灵芝表示，水资源分布不均是主要原因。这一区域经济总量占全省六成以上，水资源量却仅占两成，随着经济社会发展和人口增长，缺水问题日益凸显。为成都平原“解渴”，四川人民历经漫长期盼。20世纪50年代，水利部长江委首提从川西北引水至四川盆地的设想，90年代，四川提出引大渡河水补济岷江方案。2019年，引大济岷工程规划启动编制，相关工作步入快车道。</p><p class="formatted" style="margin-top: 0px;
